Astronomy Magazine’s Vol. 40 no. 5 May 2012 issue has an article that tells what may happen if Alien Life is detected. SETI (Search for Extraterrestial Intelligence) is improved technology that has speeded up the ET search systems. This set of antenna receivers simultaneously monitors hundreds of millions of channels, picking up a up signals, dozens with each scan.
A SETI dection protocol from “best practices”:
- Carefully verify that the signal is truly extraterrestrial,
- Inform other scientists and the public, and
- Seek international approval before transmitting any reply (Abridged SETI detection protocols, page 28).

During an Armed Conflict, Germ Warfare is a military action & technique to produce causalities, debilitate, incapacitate, or weaken the enemy forces by the use of agents that work on biological functioning, such as:
- Pathogenic Organisms
- Agricultural Pests
- Toxins
- Viruses
- Bacteria
- Chemicals
- Disease Causing Agents
Many come from nature to incapacitate, kill, debilitate, or weaken.

The Responsibility to Protect(RtoP or R2P) is a rule or belief governing behavior or a standard (principles or norms) of supreme, independent authority over a geographic area, not a special right, advantage, or immunity granted only to one person or group of people (sovereignty not privilege) that prevents and halts:
- Genocide,
- War Crimes,
- Crimes against Humanity, and
- Ethnic Cleasing.

When in or dealing with other countries, the Medical field must be careful. USA private practices, hospitals, and doctors also have relations with International organ donation sources. Some of the means to obtain organ donations could be illegal and unethical. It sounds like something unthinkable, but some organs we have two of and it does not cause death if it is taken. Other organs there is only one of and causes death if someone takes it out of the body for sale to someone in need (http://internationalpnp.wordpress.com/2009/12/28/organ-harvesting-international-medical-ethics).
In the United States of America, the child abuse & domestic violence laws are different than those of other countries. Some countries still consider women and children property. In countries that support human trafficking, a culture of secrecy may protect the victim. Here in the United States of America, we have victim’s rights and agencies that protect and care for women & children, not all countries have this. An example is the Newsweek article that is on the front page about torcher from leaving abusive families in Afghanistan (http://tmscsecuritysvcs.blogspot.com/2010/09/what-impact-does-removal-of-clergy-for.html).
Humanitarian Aid is a response to a crisis or emergency and is material, food, water, clothing, etc. assistance for saving lives, alleviating suffering, and maintaining human dignity, and does not address the underlying socioeconomic factors which lead to
the crisis or emergency. Internationally,this is invoked two ways:
- Peacetime- Human Rights Law

The Four Geneva Conventions of 1949 were held from April 21 to August 12, 1949. The Purpose of the Four Geneva Conventions:
“…the protection of civilian persons in time of war…”
“…all cases of declared war or of any other armed conflict which may arise between two or more of the High Contracting Parties. Even if the state of war is not recognized by one of them…Even if not present…the Powers who are parties there to shall remain bound by it in their mutual relations…”
International Humanitarian Law is also called:
- The Law of War or

Biological/Germ Warfare can be used medically for ethical violations, there are international laws that already address these issues, I hope the World uses them!

The Discover Magazine Vol. 33, no.1 (Jan./Feb. 2012) page 20, tells about Kepler-16b. A planet revolving around a binary star- two stars orbiting one another. They are about 560 light-years away, per the 2011 September NASA Press Conference at Ames Research Center, California USA, it is the size of Saturn, made up of half gas and half rock,it is colder than Antarctica and it has two suns in the sky. The Discover Magazine has an artist idea of what this would look like, this image is a Getty Image.

Regulating International Medical issues is difficult because of Intra-country variation in medical laws and ethics. As a result of International prison problems with transgendered people, i.e., genetic modifications that caused male physical features with female genitals and female physical features with male genitals. This is not the same as hermaphrodites, which is a birth defect of an individual born with both male and female genitals; genetic engineering genetic modification, or traditional breeding methods are under a microscope legally and ethically.
Genetic engineering, genetic modification or traditional breeding methods are intentional manipulation of an organism’s genome using DNA technology.
What is a Genome?
A genome is:
- haploid set of chromosomes of an organism, or
- complete set of genetic material of an organism, or
- all of the biological information needed to build and maintain a living example of that organism.
Genome is encoded, deoxyribonucleic acid (DNA). Divided into genes, the genes attach to the genome, they switch on gene expression.
The encoded DNA chain is make up of four chemical basis and the sugar 2′-dexoxyribose. The four chemical basis of DNA are:
- acdenine (A) & guanine (G) called purines and
- cytosine (C) & thymine (T) called pyrimidines
How Is Genetic Engineering, Genetic Modification, or Traditional Breeding Done?
Genetic engineering, genetic modification, or traditional breeding is for reproduction of life. The natural environment is used:

Sex,
-
Rape,
-
artificial insemination
-
Reproductive processes (flowers do not have sex).
And the laboratory.
People do the same things, use the same methods, and practice for good, bad, or neutral. Traditional breeding, genetic engineering, or genetic modification can also be dangerous. Used to genocide medically, medical war crimes, like Nazi Germany, & ethnic cleansing through biological warfare.
These methods can also:

Heal,

Manipulate out diseases,

Manipulate out handicaps, and
-
Manipulate out birth defects.
These methods can also maintain what has already been accomplished.
What is a Mutation?
Mutation, historically is thought of an alternation physically, biologically, or genetically of an organism in a negative manner:

Malfunction,

Maladaptive, or
-
Inferior results.
An organism can also mutate to become:

Higher functioning,
-
More adaptive, or have
-
Superior results.
Mutation occurs in the environment and is not through intentional manipulation or the desired results, if manipulation has occurred. Natural traditional breeding can also look like a mutation with higher functioning, more adaptive, or superior results.

There are many stories about alien bodies being found by the United States Government. Area 51 is a good example. Area 51 shares a border with the Yucca Flat region of the Nevada Test Site (NTS), the location of 739 of the 928 nuclear tests conducted by the United States Department of Energy at NTS (http://en.wikipedia.org/wiki/Area_51 page last modified 2011). There is a higher report rate of UFO’s where nuclear activity occurs. When thinking about this, I looked at it from a human perspective:
We as human beings get upset about the treatment of our own dead bodies. We sometimes do not respect the cultures of human body remains, for example, when Native American burial sites are found by construction workers. If we can not respect our own human remains, if aliens exist, how are we treating alien remains?
A scripture in the Holy Bible states, “Do not despise not one of these little
ones…” What about the “big ones?” Ha! Ha! The age of something or someone also determines how we treat it or them. Compassion is important, objectification causes thought processes to interfere with compassion. If aliens exist, the treatment of the bodies would be important because an assumption that there are others that may look for them, should be made.
Earth and the United States of America publishes missing persons reports. If aliens exist, they may also have a missing report system for there kind.
